The action takes place in Transalpine Gaul, occupied by the Romans, around the year 50 BCE. Norma, the Druid high priestess, has two children by her lover Pollione, the Roman proconsul in Gaul. But Pollione has already forgotten her and now thinks only of the young novice Adalgisa, whom he dreams of taking to Rome. Seeking advice from Norma, Adagilsa reveals her lover’s name. Adalgisa is horrified to learn of Pollione’s perfidy, while Norma is shattered and can no longer contain her rage: will she be able to go on living? Should she kill or spare Pollione's sons? By renouncing Pollione, Adalgisa believes she can make things right again, but it's no good; after having accused the father of her children and threatening him with death, Norma offers herself as a sacrifice, followed by Pollione, who, realising that he does love Norma after all, joins her on the pyre.
